My go to tools are excel and python. However, the most important thing would be the quality of the data itself. If through our discussions, the data doesn't seem viable, we can discuss the next steps after that. Since the problem statement is not very clear, i'm unable to guide you any further at this point. An initial scoping and consultation phase has been placed in the bid to discuss the project before we go ahead. Unfortunately the minimum amount i can assign to a phase is Re 1.
