Audio Transcription for freelancer with SSN

I have roughly 30 hours of audio recordings that I need transcribed. they are not particularly complicated files, about half of them are educational programs in which a person is wearing a mic and they are giving a tour - in these I would like to capture both the presenter and any audio that is picked up from participants on the programs. The other half is interviews, most have two speakers but 3 of the interviews have 3 people present. I posted this job before but I did not award the project because I was waiting to get funding approved from my school (UNC-Chapel Hill). So now there are two hard requirements: 1) I have a $500 budget for this project, so tell me how many hours you are willing to transcribe for $500, and if anyone can do all 30 then that's great, and 2) the freelancer has to have a US Social Security Number because you are required to fill out forms for the University in order to get the job. I have attached one of the audio files, so if you would like to be more competitive please transcribe the first 10 minutes of the tape and send me the file! (including "um"s and all, verbatim!).
