Hire a Python Developer for an image analyzer using tensorflow

I would like to be able to analyze a folder of images (maybe many images up to 60,000 files) using inception (tensorflow) and if the images contain text i would like the app to move the images to another folder named "text". I would also like to move images that are exteriors (outside) of houses to another folder called "exterior" and images that are interiors of houses to another folder named "interiors". I can provide the images to train the model. I would like to have config file that allows me to set the folder paths and the ability to see a log in cmd while it's running. I can use my gpu for the processing and have all the dependencies installed on my pc. I am very new to python and this project is beyond my abilities so that's why I want to hire someone to do it for me. Please let me know if you have any questions.
