Django based data ingest app

I have a bunch of bulky data -- this is data in various large file formats: CSV, TSV, etc, sql dump files, txt files, etc. We need a django based full stack app that can ingest the data, provide the user an interface to attempt to parse a row, then use that parsing logic to consume the rest of the file into a database. The database must be indexable and fast to search the contents from all files uploaded. The database must have context about the record in terms of what file it came from. When you respond to this bid please tell me how you plan to handle the data ingestion portion, and what database backend you would use for this project and why you would use that one. Without this your bid will be ignored. Please ensure your budget is accurate for the project. I'm also open to using a backend package like kibana/elasticsearch. I expect this project to take time, I don't think you can get this project done in 1-3 days.
