We need to be able to do the folowing:
1. have a live feed between our contacts database and our phone so that if one of the contractor calls or texts us, we know who it is, it would have to sync the
number and the contact name to the phones.
2. We need to be able to generate instantly year end totals and quarterly totals
3. We need to be able to quickly generate pdf reports to export and send
4. We need to be able to link the database to a website so that independent contractors can log onto the website and fill in their contact
information which will upload immediately to our database and phone
5. We need to be able to access the database from our phones, (droid and apple phones) from tablets (droid and apple) and ideally also from a browser
6. We would be comfortable renting a server to operate from
7. We would also be interested in website development
8. We use gmail as our email client (any integration between gmail and the database would be great)
9. We need to be able to access all the techs in our database from the showsheet and be able to filter our results based on (city, state, position, rate, name, etc)

11. Any ability to link to check writing and or quickbooks would also be helfpul...

If my understanding is correct, you need a website where user can login and fill in their contact information. These details will get inserted in your contacts database which needs to be synced with contact in your phones.
Other features involves:
1. Link to quickbooks
2. Generate 1099s
3. PDF file with Submit button | attachment option | electronic signature

We'd like to propose you to develop the site from scratch using PHP with CI to make the site secure and scalable. Are you fine with that?
The site will be Responsive (Mobile / Tab friendly) so you can easily access the Database from phones, (ANDROID and Apple phones) from any mobile/tab devices. Does it sound good to you? Or you want to have a mobile app for that? As per our understanding a Responsive/Mobile site will suffice the requirement.
We'll integrate the Database so you can have a live feed between your contacts database and phone. A pdf generator system will be built.
A Filter / Search option will be built so that you can filter results based on location, position, rate, name, etc.
