URGENT Create a plugin that lets customers enter their zip code into a search bar and see location results.

PLZ CONFIRM U UNDERSTAND THIS: Plugin searches for zip code A match on zip_code provides a county_code The county_code is used to find matching locations Location data is displayed to the customer Specifications The plugin should be entirely self-contained. You should not modify the theme or other files. The search bar should appear just below the header navigation bar on every page. The search results should display in a good-looking modal window that opens over the page The search results should be a randomly sorted list of every location that matches the county corresponding to the zip code Each result entry should show all available information about the location The administrator interface should provide the ability for our staff to easily update the two data sets Our preference is to upload a CSV file or to copy and paste the file contents Assume that data files will be comma-delimited. If the column value has commas in it, the column will be wrapped in quotes e.g. "46203,90210" How you store and access the data on the server is up to you. This functionality should be accessible as new admin sidebar item called "Franchise Map" The plugin should install and uninstall cleanly.
