Software: Autoresponder System

I need you to develop some software for me. I would like this software to be developed using PHP.I need a custom email marketing management system, similar to Sendy. The system needs to: - Have CRUD for subscribers - Have CRUD for one time broadcast emails, with sending based on subscriber tags/lists/filter - Have CRUD for autoresponder messages, based on subscriber tags/lists/filter The system must support these user roles: - Administrator - Reseller (can see all sub-accounts, if the sub-account has allowed access) - Client (can see all data for their organization; can be multiple clients per organization) This system must have all the traditional features of an autoresponder system with broadcast ability, such as WYSIWYG message editor, unsubscribe system, etc. The interfaces must look extremely modern and utilize Bootstrap. They must all be responsive. The back end must be PHP and MySQL. I believe CodeIgniter may speed up development and I'm okay with that framework. (If any other framework is used it must be approved by me first, prior to the acceptance of the project). I have purchased the most common Bootstrap admin theme, which would be ideal to use for this. Please take time in your bid to show me that you understand the extremely specific parameters for this project.
