A secure login website very small.

I require a very basic and secure website with a box that allows a user to enter an email address that will be stored in the database (After you enter all the emails), once the email is entered and submitted, the website will verify if you're a valid user, if so it will display a message telling you to check your email and will await a code to be entered. The code can't be pasted, you must enter it :) If correct, the user is then displayed information. The information will be a unique download link only available for 1 hour when the user enters the code. If the user tries to use the same email over and over and over then its flagged and blacklisted until a new download link is posted. If the user enters an email that isn't in the database, the user is displayed some information telling them where to send an email to or contact via Facebook etc In the backend, I need some sort of admin login option that allows me to just post a download link and some information attached to it, an option to enter the customers name and email, so I dont have to open phpmyadmin and enter that info and a basic news section. This doesn't need to be complicated. The web scraping part; I have the email addresses already, I just need them entered into the database. I need to be working with someone one on one, not interested in someone working with a team, that option never works and is a waste of my time.
