Current platform experiencing video issues with PHP on Iphone and Ipads, would like a fix please

We currently have a platform in development and are experincing issues with regards to video recording, using iPhone and iPads. This issue being experienced is that the PHP is not fully interacting with the devices cameras and or allowing video recording viewing from our platform. We have IOS working fine but it is vital that we have the ability to experience platform with the video from PHP. If you have any experience in this area and are able to assist, even on a consultancy basis that would be amazing.
