Build a Website

I need a website prepared for transport services. I want the website exactly as per link shared below with few modifications (eg. database for users with ability to store addresses and database of taxi companies tied up with my company). I can buy html template from below link: [login to view URL] However, I need the website faster to load and lightweight. Website should be Mobile First Website Responsive. So to summarize, requirements are: 1. Transfers website 2. Back-end database 3. Server Integration I'm ok with using wordpress as well. Below are some terms for creating website: 1> 3rd Party Plugin size should be less than 40kb if greater needs to justify and confirm the use. 2> Should be Responsive. 3> Should be developed keeping in mind mobile first design 4> Will be great if code organization is made using BEM and SMACSS 5> The file structure should me be module , template based. 6> Should use htaccess to prevent access to parent directory 7>Login system made using md5 hashing or blowfish algorithm with a method to provide salt for the algorithm.
