Build a libertarian news website

I would like to hire someone to build a website with basically 2 pages. 1st page would be simple with focus on content and links similar to [login to view URL] allowing for pictures accompanying some of the links while not overdoing it. When you select a link it would take you to a second page which would have a partial description and possibly a picture or video kind of how facebook does it when you post a url automatically putting in a picture and description. ( the second page would be kind of like [login to view URL] after you select something which would give you a link to the actual article and a place to post comments) I would like to have registration and have user generated content driving everything that needs to be approved by me and a ranking system for all registered user and posting and approving privileges beyond a certain rank. obviously i would need to post to start off. The focus of my site would be the US Constitution and liberty and exposing corruption in all levels of government. I would also like users to be able to share with other social media. a daily blog would also be nice. As would a place to link to other like minded site and a forum. I'm an actively serving American soldier who swore an oath to defend our country from all enemies foreign and domestic and this is a way to do my part. That being said we aren't known for getting paid well but I will do whatever is necessary to get the message out. My domain is already purchased. thank you.
