OSC & PHP guru needed

I need a basic script written for an osc store site. The script simply needs to check for orders with order status of "1" or "received". It will take any of these new orders, compile necessary database information into a .csv file, and then it should include a sendmail routine to send that csv file via attachment to specified email addresses. Additionally, once file is compiled/sent, the script should change any current orders with status of "1" to "2". The script will be ran twice daily via cron. Obviously the overall purpose is to automatically send daily order information from osc to shipper in 1 csv file. So same orders shouldn't be being sent more than once.
