Drupal expert for website creation

I'm looking for a websiteveloper that will create a web script that will include an admin side (me) and a user side. User side will be split in 2 levels. One will allow users to purchase a digital asset. The other user level will allow to receive the digital asset by entering a special code on the site. The digital asset will be a .pdf document that needs to be customized each time based on what the purchaser enters in a series of forms. I need this website to be multilingual and mobile ready from the get go. This is how the scenario will work: 1) purchasing user goes to website and completes a series of forms (i.e. what he wants to purchase and who he wants to send it to) 2) purchasing user pays using paypal payment system 3) purchasing user receives a confirmation email of his purchase 4) the "receiving" user also receives an email saying that purchasing user sent her a gift. Email will contain a special code and a link to site 5) receiving user then logs in and sees a .pdf document with his purchase. User can download document. PDF document will have to be automatically created using information that purchasing user entered initially On the admin side I'd like to be able to login to a separate URL just for me and see metrics about how many purchasing users, receiving users, how much $ was generated, etc. Ideally we would use Google graphs to display this information.
