Web Planning, Development and Application Project

I am looking for a organized and information detailed web consultant, coder, project manager and graphic designer. This can be one person or a team under one organization. I have a project that will be broken down into several areas. The project is multipart and will be completed by areas and phases. My initial layout for this is as follows: **Consulting:** The individual of organization will formerly introduce themselves, their skills and their portfolio. At this stage more details on what is needed will be discussed. A plan will then be drawn up with specific information on how each phase of the development project will commence, what technology and coding language will be used along with goals and timelines will be set. **Implementation:** Work will then begin on each phase of the project with detailed updates and status reporting on progress with strict emphasis on meeting deadlines. **Testing:** In the plans provided there will be a plan in place for scheduling and running detailed and well coordinated test on the prototype and final release product. **Conclusion/Ongoing Support:** Concluding the project includes completing all planned phases of the project. Ongoing support will be a plan that is implemented after completion. *All source code for this project is required ** Must have detailed documentation for all phases of the project including detailed documentation for codes accompanied by a change log after work has commenced. ***The chosen coder must speak good/fluent English ****These terms are subject to change prior to the start of the project. Any changes after acceptance will be discussed with the coder and implemented with full knowledge through documentation on RAC. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. Once you have read the details of the project it will come apparent that this is not a overnight project and requires great knowledge of the expert areas on which you or your organization will select to bid on. Graphic design is very important. If you are a very talented coder but fall short on design please coordinate with a graphic designer or firm to complete that section. Presentation is very important to me and is a major deciding factor along with coding for any one who bids on all areas. So really put your graphic work forward. I have chosen to invest an additional $1000 into this project up to the amount of $4000 in an effort to add the planning, design and implementation of a web and print advertising campaign. Just said this so that the following does not appear as an attempt to inspire involvement in this project. The core element of this project is however not based on five web sites but on a module based application that satisfies a broad range of needs. Lets take ModernBill for example - Developing the core logics and functionality of the application takes extensive resources which includes man power and financial investment. However the selling point of the application is not based on that cost value as it would be unfair to consumers to sell it over and over at cost plus profit - as resources are not being re-used to develop the application over and over for each sale. The same falls true for the project I have posted.
