Synchronized iteration through command line tasks via java

Greetings! I have a quick software request. I can't imagine that it would take more than a day to complete. I'm having trouble with the sequential aspect of the process. Briefly what I'm trying to do is execute a process from the command line using the Process class. It works well enough but the problem is that I have a loop of 30 command lines to execute, and as I go through the loop, it creates and executes all 30 of the processes without waiting! All attempts to use waitFor() fail. The reason why the processes must be done sequentially is that the first process actually creates a file that the remaining 29 processes will read and update. Each process must wait its turn. So, there are many ways to address this from a client / server aspect (not necessary, but would be interesting), to a timer, to a 2 thread model, to the way I was attempting to do it above. I'm leaning towards a 2 thread model, as this would seem to be the most elegant, scalable and efficient way of doing this. Pseudocode is attached.
