Need A Toolbar Making For Me Please.....

Hi, i need a toolbar making for me please, it will feature some site of mine i have made and a picture of its logo beside it, i want it so when people install the logo it will ask them for there [login to view URL] Username, and they will type it in and once they press next it will email me there username so i know they have installed it, i also want it so that when they uninstall it i want it so i will get an email with the username they typed in saying they have uninstalled it. i also want it where it will load a news bit where the writing will run across part of the tool bar, also i want it so the news can be updated online so like the toolbar will load a .txt file off the internet for the news to scroll accross part of the tool bar. if possible i would like it so it will load the buttons from the internet aswell so i can update the buttons on the toolbar 24/7. i want it to work with all internet browsers.
