PHP CMS easy templating system needed

A Search Engine Friendly CMS with a an installer written in php and using mysql DB The system must allow for the creation of unlimited pages that will allow them to edit using an html editing rich text editor such as "html area" The admin can add pages and decide whether to show them or not in the menu and also decide on the order in which they do show in the menu if chosen to show. There must be news section so that news can be added the system must be able to show truncated news on the home page and produce thumbnail images using gd library but when news item is clicked then the full story becomes page content with larger image also using html editor as described above A product catalogue section with unlimited caterogies and levels be able to add more than one product image be able to relate products as well automatic image sizing using gd library and using html editor as described above A document or file management system so that pdfs mp3s etc can be assigned to products such as manuals brochures sounds etc. Image upload system so that images may be used in the html area This system must be search engine friendly and produce the .htm extension on all items on the file to look like static pages it will allow for meta title meta description and meta keywords to be inserted for each item and category I also want the system to be very easy to edit using .tpl files using xhtml and css ( the best example of this is cube cart 3 ) where the skin can be uploaded in skins folder and selected from general settings and the display changes instantly the skin folder contains all the stylesheets images and style templates .tpl files and no coding is necessary, i would like the templating system to work in this manner so that a skin can be replaced very quickly and easily by non coders, take a look at the cubecart skinning system. this is of upmost importance. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
