My solution could use several methods, and based on two famous DLL solution: VGGFace2 - for face recognition (based on Keras-vggface library) Mask RCNN - for object detection and object segmentation (based on Matterplot third-party implementations) Questions are: Your VIP is annotated/labeled, or I have to do this? (it could be a cheap work, but its take a long time) For this project needed a huge GPU time for learning, testing etc. which can cost more than your whole project. GPU is my or your obligation? None of those people, who made a bid, really know how many time need for training, testing and fine-tuning, because there is a lot of unknown parameters. For example, the quality and the length of the video, the number of people in the same frame, the number of annotated data about your VIP users, etc. Maybe I'm not your man, but you have to choose smart.
