As you know upgrading from 1.5 to 3.3 is not a simple upgrade it's more akin to a migration, especially when you ave specific components such as ccboard that you want replaced with other components, kunena in your case. I actually converted forums too from/to kunena , phpBB, SMF among others and I'm well aware of the work involved. That's the reason why I cannot bid within your budget. I know what it takes to migrate a Joomla 1.5 site with a lot of content professionally. In tems of downtime, I usually create a clone of the environment before I create my customized upgrade process. I test it and once tested I take another snapshot of the current site, I put it in read only mode to allow users to visit the site but not post while I run my scripts and then I switch the domain to the new version after you've validated the migration.
