Hi, I have over 25 years experience in programming with more than 15 years in web development and quite some years with mobile apps. I have had a look your attached images and as far as I understand you need some app for a directory of art-related buildings, etc. linked to maps. I can implement that for Android & iPhone fast & reasonably priced. As you say you want the information to be saved on the users phone and on the other hand you want to update the information from time to time I see 2 possibilities: (1) Store the directory database on some website/server and the app will syncronize/download that when its online and store on the phone for offline usage (no extra costs) (2) When you need a new version you send me the new database and I will recreate the packages (1 time free, otherwise extra costs) I usally follow the "agile development" approach - meaning, that through the entire process I update you with new versions, as soon as it has some major changes / new functions. You can than check the progress and we can talk about how you like it and what has to be changed. I would start with a MockUp - setting up the user interface for the app, every button, ... will be there but with dummy data and clicking buttons will not do anything (in most cases).
