Ongoing app work, initial app and ongoing additions

I have an app project i have been working on for some time but have hit a few problems, i now require someone experienced in android and ios app development to take over with the initial creation of this app and ongoing support. I am looking for a long term partnership with an expert. This app needs to have the ability to play videos from both a web site source and have the option to download to users device from where the video will then play from offline. Additionally there will be games within the app to be added at regular intervals. This project is already behind schedule so need a quick turn around for initial release of app. Would like to discuss further via skype the full requirements. This job would suit an individual who can work with myself on this project.
