Are you looking to do this with Android's built in USB host support in 3.0/4.0 or do you want it to work with older devices too? What sort of protocol does the device use? It it raw messages to end points or is it running over something like the CDC serial class? My bid is provisional and will depend on those variables. Experience-wise I have improved the open source android usb-serial project to support mutliport chips and gpio etc and I have experience with writing userland drivers with libusb on Linux.
