create an app based on same SDK as PlugPlayer for Windows on my PC

I have 1 PC which runs TVersity Media Server (DLNA Server) I have 4 android tablets, running PlugPlayer (DLNA Client), attached to these tablets are soundboxes, which means if tablet plays music, it comes out of the boxes. I have also an Android smartphone, which also runs PlugPlayer (DLNA Controller), with this app I control which music is being played on the tablet, all the music is picked from the DLNA Server (Tversity) What I want is, create an app based on same SDK as PlugPlayer for Windows on my PC. I want to be able from PC: 1. Control music that is played on the tablets (same principal as the smartphone) 2. Control sound higher/lower volume (also available on Smartphone) 3. If I tell the tablet to play a specific music in a folder, it puts the whole folder into the playlist automatically (this is how Plugplayer works) 4. Configure scheduler for question 1 / for example: Play this specific mp3 at 09:00 AM etc.
