Website to share links in a intranet

I am looking for a web developer to create a website for sharing links to external websites within our company's intranet. Purpose: - The main purpose of the website is to allow employees(Protected by a password) to easily share and access useful links to external websites. Interactivity: - We are looking for minimal interaction on the website, where users can simply post and view links without additional features such as comments or ratings. Technology Stack: - SvelteKit + Tailwind CSS. Backend can be node.js or python(using Hug framework) The idea is to provide a website that will be hosted in our internal network. There is only one page, it is a list of links. In the header there must be a button that allows the user to add a link, it must be protected by a password(without username, validated by the backend, not the frontend). The user must provide the link, select which room it is intended for and the date/time of the meeting. After validation, it will be saved to a csv text file(No database or something like that). When entering the website, it will read this CSV file and show all entries. There must be an option to filter by room, like a Button Group([login to view URL]). This filter option must allow selecting the room by the URL, or via "?room=XXXX" or "#roomXXXX". When loading the CSV file, it must prune old entries automatically, with some, configurable, options (Like 2 days, 3 days, etc). This can be configured by an env variable or something else, it doesn't need to be in the UI. There must be and option to delete the URL also, like a menu or a trash icon(This must be protected by the same password). The add button and the delete one must be "unlocked" using some button for "Admin access" for example at the top of the page. It must be a Docker Image, self contained.
