Hi, I can make this plugin for you within your budget of $40. I have some questions though. 1. which post will be shown if found multiple with same title, first or last? 2. For point c & d, I will use a plugin, Advanced Custom Fields 3. Need to understand last point (e). Site's header and footer are part of theme and not plugin.
