Database website design

Hello, I am working on medical cards for my clients that use NFC to direct their service providers to the client's medical information. The cards will direct the user to database url where the specific client's information will be accessed. I am told this would have to be done PHP. Can Something like this be built in Wordpress, so that I can add other functions down the road? If tis is work that you can do please message me with your experience, examples of your work, and a quote for the total job. Looking for the following functions: - database that stores the clients medical information including doctor visits, previous prescriptions, health concerns, etc - Geo-localize approved Health providers and pharmacies for the client and plot on google map with icon. -View the health providers’ calendars and take appointments -Access basic information needed before going to the health provider (Consultation price, where to go and who to talk to when at the health facility etc.) -Access a dashboard to follow-up with the health-care expenses and deductibles by type of services. -Electronic claims (bills) through the platform sent to health insurance company - transactions (including billing, payments, and receipts I may not all of these functions all at once. This is testing phase to ensure the system works. So I will need a site that will allow for additions once we are ready to add new functionality.
