Create vector logo from PSD

Hello I need someone to recreate a finish up a logo from a PSD file I already have. Here are the logo files here: [login to view URL] and this is what I need: 1. I would like the eagle to be a bit bent forward and the wings bent forward a bit too, I have an AI file of the eagle already 2. I would want the maltese cross (the white one) to have a sort of contour arround it. 3. I would want the compass sign which is transparent on the center to be on the sides too instead of those black lines. 4. on the red cloth I would want the 3 insignia (maltese cross, templar cross and aqvila romana(eagle)) to be as a texture like on the logo here: [login to view URL] 5. please do the bottom text in a nice font that fits 6. make everything blend together better.
