Animated teaser for a new web service

We need a 2'30" animated teaser for the future version of our Web site. The video will be based on 9 different screens and shall include simple yet entertaining animations. We provide basic drawings for each scene that need to be re-drawn by a professional designer, we provide the description of the animations wanted, these include sketchy characters coming in and out, moving emails or data across the screen, text appearance and progress bars etc... The drawings can be fairly simple with limited to no color as e.g. web mock-ups designs from Balsamiq or others. Audio is not necessary at this stage. The output shall be a standard video format (as mpeg4 or divx in .avi file); in addition a Vector format is a plus.
