Flex 3 Tag Image Component

I need to develop a Flex image component with the capability to display tagged objects. each image will have an xml file with a list of object names, xy, vectors the length of the vector, and the click target event type (URL or eventListener), and finally the target name (name of the eventlistener or actual URL) . then the image will check if the mouse is within the calculated coordinates..and if so, will display a modern-looking hint with (gaussian blur shadow underneath) to show the name of the object underneath. the hint will be clickable and generate an internal Flex event (that can be associated with an eventlistener) and/or navigate to a URL. the component must be plug&play, must inherit from the flex image component, must adapt to any size, provide events hooks for loading progress & completion, fault handling (such as image not found or associated XML mask file not found). the image must have a property to activate the image mask, in effect to show the vectors bounding masks as lines overlaid on top of the image. finally, the
