I can do this. I have already worked on such library using c#. It reads folder path. Takes one file at a time process it & convert to other format & place it in output folder. This library will have logger which will provide statistics such as no of files present, No of files converted, Time taken for conversion, Process start & End Time Etc. Which will help in troubleshooting and also quick reports any errors can also be logged and traced. I have 2 years of experience working on audio video Conversion and also developed Software for it.
