Communcator for people with disability

I need a solution to transfer a string (text) from an Android smartphone to a Windows PC. More precisely, I need to speak into the microphone of the Android smartphone, convert the audio into a text by using the voice recognition service provided by Google, and then to sent the resulting string to the PC; in order for the string to be tranferred to the PC, the solution should be able to use both the Bluetooth channel and the Wi-Fi where available: it would be preferred, however, if the app could use an USB connetion in order for the data to be sent to the PC. On PC side there must be a program able to display the received string through an application that makes this string readable in a standard text field, accessible via the Windows API. This solution is meant to be used by a perso with disability.
