Touchscreen Windows Game

We are looking for somebody who can develop a simple touchscreen game to run on a windows based system. The game will operate similarly to 'Pacman' in the sense the goal is to move an object around a maze like map, collecting things as it goes. Once everything has been collected the player will need to get to the 'exit' of the map. The game is to simulate waste collection via a rubbish truck, the maze will look like a city/suburban street and the items collected will be black bin bags. It should be cartoony in nature with the streets / rubbish trucks / houses to look like a United Kingdom town style. Example images will be provided however you will need to supply the graphical design for the game. The game will be set to run on windows startup. The first screen will simply allow users to 'Start' the game, the next screen will introduce the game with a bin lorry driver explaining to the users what is going on - this will be within a speech bubble (text will be supplied). The user will then select 'Begin' and the game will begin, the user will use onscreen touch controls to move the bin lorry through the map picking up rubbish bags as they go, there will be some hazards to avoid such as other cars on the road, if they hit another car on the road they will have to restart the game, however all bin bags already collected will remain collected. There will be buttons on the game page which allow you to end / restart the game. Once all bins have been collected they will make their way to an 'exit' road which leads to a building called 'waste collection facility'. Once they enter this building the game will lead to a completion page where it is explained what happens next to the waste (again text will be supplied). From this screen they can select 'Start again' or if the screen is left in idle for more than 1 minute, it will revert automatically to the 'Start' screen.
