Website-platform for role play game via chat.

The first thing you need to know is: I can't offer more than 200€ for this job and I'd like it to be completed by the start of september. Please do not apply if you can't stay within this budget. I don't have a job and I'm covering the cost of this project with my own savings (you know, the kind of money that comes from birthday, christmas ..). No, this isn't to bring tears in your eyes but an explanation that I consider to be due toward who'd be potentially interested in taking the job. I won't get any economic return from this project (no, not even some 'in-app purchase' crap) and it is basically a losing investment. I don't want to make money from it and its purpose is to give myself and people interested in this kind of games a nice place to play together. My passion for role-play is the fuel of this project and I can count just on my own strenght and resources. That being said, what is exactly this 'project' about? Role play game are fairly known in the world, and this game follows more or less the same guidelines. There is a setting, rules and game mechanics. Play by chat gives you the idea of the mean used to play: users create an account, then a character, and then they interpret their character and interact with others writing in chat. This kind of RPG is 'italian made' and doesn't (as far as I know) exist outside Italy. The closest thing I saw are rpg played via forum. Creative writing is the key-word here and it's incompatible with multi-language options: this game is intended for italian speakers only. Unfortunately I don't have any knowledge of programming so I rely on you when it comes to questions like: what language would be best? Which hosting service? The basic functions that this website must include are: - Register account. - User profile (shows info like date of registration, last login, related characters..) - Separate the OFFGAME part of the site from the ONGAME one. Users select the character they want to play and they log in to the ONGAME part. - Chat system - more the one, with the possibility to create a private chat for the user. - Two separate forums. - Private messages. - Online users list. - Registered users registry. - Create character. - Character slots (users can have more than one character) - Character profile. - Each sub-category must open via modal window. - etc. .. This list in not complete, and as you can imagine each function has its own details - and sub-functions. Game mechanics include: - Experience gain - Combat (dice-based) - Crafting - Looting - etc. .. And here the same goes: I'll gladly explain the details once I'll find someone willing/capable to realize this project. Ideally I'd need someone that has a fair knowledge/understanding of role-play games mechanics, so that would make the 'game rules to web application' process easier. I'd like to be guaranteed at least three months of support after the project is finished in order to avoid finding myself lost if bugs/problems related to the platform should appear after the platform is completed and opened to the 'public'.
