vb.net ECDSA secp256k1 key generation and signing

I need an example vb.net application that generates a public/private key pair using the ECDSA secp256k1 curve, signs and verifies the signature. You can use openssl as a library, as long as you show me a way to package the application to include the libraries. The signature needs to be verifiable in php using the function openssl_verify($data,$signature,$private_key,OPENSSL_ALGO_SHA256);
