Have already written a security system in pure PHP that would accomplish much of what you want. We would want to add a simple web form that allows a person to badge in with a username and password. PHP would stamp a database record with server time to avoid user manipulation. Data would be saved in an MSSQL or MySQL database, depending on your existing setup. Reporting would be in PHP, and could have an option to output as a .CSV file. All of this could be added to your existing webserver, or I could configure a self-contained, standalone Linux webserver for you. This project sounds like it could be a lot of fun, so please feel free to contact me to discuss more.
