Hello, I'm a telecommunications engineer near Barcelona (Europe). The video in youtube points to a circuit schematics that could be readily used (I would suggest minor modification). The 50/60 Hz switch it's actually not really necessary because the mains frequency can be autodetected by the microcontroller at startup. Hello! I worked a lot with PIC16F628A, with which I tested some wireless communication circuits, motor control applications and other fun projects. I am confident that I can also take this job and make a light dimmer with this microcontroller as well. I used MPLAB and I programmed this uC with assembly language, and I also own a PICKIT3 programmer. I am planing on using a MOSFET as a switch, with an additional rectifier, to make it an universal switch but I can also use a TRIAC if it is more convenient to you that way. If it is a college project than I think it is more important to make it safe, so it is more wise to use a separate supply for the microcontroller, and not use the main grid without galvanic isolation. I also have a solution to make your project more easy, so you wouldn't need to select frequency from the switch.
