Revamp a wordpress site

I want a wordpress site revamped with new design and lower page load time(<10 secs) . it has several plugins and they can be replaced. No new content need to be put. the site needs to be loaded with a new template and design changed and content arranged as per the new template. I dont want to pay for half done jobs and newbies who know how to load a template. Please only bid if you have done a large project. it has over 300 posts / pages.
