Develop Web Application in Arabic

We need to develop Mobile application to manage internal communications inside a company .
It will be completely in Arabic.
The company has different administrations. employees.
- So database for administrations includes some basic information about the administration and its procedures, tasks, hierarchy , forms... etc.
- Employees simple database with simple evaluation form to be integrated on the system. Each employee evaluated from his manager.
- Requests and calls to be initiated in the application and managed on the system with tracking and KPI. Link to SMS to send updates about the call is also required.
- Calendar and meetings schedule.
- Strong and effective backend to manage all the details is required.
The one will offer proposal must implemented similar applications before in Arabic ( pls. share with me)
Time also is critical so you should be dedicated to finish the project asap.
