Android audio application

I am looking for a developer specialized to design an Android application with the ability to record audio from voice input, insert , and play data and audio files ( through a smart device), upload, retrieve, and store pictures to a web database (MySQL). I want interaction with a database through MY SQL Query. The selected software designer / developer will have the role of designing the application, including graphic, providing the tables (Mysql), testing it and helping me publish it in the Android market using my developer account. The designer be provided with screen shots of menu and steps required along with more information.
