I need an Arduino circuit designer and builder

I have a 24 volt DC pump that I need to control using an Arduino board and relay to turn on and off the pump for various lengths of time from 30 seconds to up to 5 mins (in 30 second increments a variable number of times per day. I would require handheld touchscreen control and access to set the timer from a plug in touchscreen.
-Ultimately would like to walk up to Arduino, plug into it using USB or Cat6.
-See a custom interface on the screen identifying my company and see 2 drop down menus to select from for the options to change the number of pump cycles per 24 hours and the length of each pump cycle from 30 seconds to 5 mins for that pump. (all cycles are the same length)
-Possibly name the pump using the touchscreen to identify it from others.
-Hit SAVE on the touchscreen, and new programmed timer cycles are saved to the Arduino.
-Unplug touchscreen from this pump.
-Walk to next pump, plug in and repeat.
Touchscreen is just a control and programming interface. Touchscreen is dumb.
Arduino board would need to have a power switch to turn off/on Arduino circuit
A switch to override the programming and just turn on the pump manually (if required)
An indicator LED(s) that the Arduino is standing by, or in programming mode, new program saved and finally, indicate by flashing when a pump cycle is occurring.
