Wordpress Business Directory Website with User Contact Details Collection before Results are displayed

I want a basic website that captures contact details before showing location-specific directory results. See the screenshot of how I would be happy for the results to be shown. i.e. The results do not have to be displayed on a map. They can be shown in a kind of list format in content blocks.
The purpose of the website is to show the website user which plumbers are near them based on postcode.
A website visitor will input their Postcode on the homepage. They are then presented with a list of the 10 closest plumbers. The information must be blurred out and the visitor must fill in their Name, Phone number and Email address to be able to view (unblur) the information.
The visitor is then shown the 10 closest plumbers to them based on the postcode they put in on the homepage. This feature should ideally be based on Google maps.
I have a list of plumbers including their physical office address (excel format). This information needs to be imported (in bulk upload) to the website, to create the agent database. There are approximately 6000 plumbers in the excel file.
Each plumber profile will contain the following information about them :
Logo - Logo by URL and/or Image upload
Business Name
Distance from the search postcode (nice to have if easy to implement)
About us
Address
Website address
Phone number
A list of the areas they cover
Do they do contract work (tick box)
Are they gas safe (tick box)
Call out fee
All the above information is contained in the excel spreadsheet that I have.
The 10 plumbers who were displayed in the search results, should receive an email containing the contact details the website user put in at the start.
All website user enquiries (form submissions) should also be stored in the back end of the website in an exportable format.
There should be phone number and email validation before the form submission. I don't mean a number validation, I mean an actual phone number validation.
I am wondering if it will be easier and cheaper for you to use and modify a [login to view URL] template or just create the site from scratch?
This is a hobby project so I cannot justify spending much money on this. Please keep that in mind. It should be kept as simple as cheap as possible.
The website page templates I need will be as follows:
Homepage
Search results page
Plumber profile page
Plain text page for things like Privacy Policy, Ts and Cs, News content
Contact us page
