Update Visual basic program

I have attached a photo library program that I believe is written in Visual Basic.

My client needs it updating, new fields adding, an image changed but I am not even sure if it is? possible? to get into the code.

I need someone to download the files and tell me if the program is changeable and if it is give me an idea of cost.
