Experienced, Independent WordPress Developer Needed for psd to WordPress Theme Conversion

I need a psd converted to a pixel perfect custom WordPress theme by an experienced developer. The theme needs created from 3 files (home, 2 interior pages) Minor logic needs built in like sidebar, featured posts and photo galleries.
Pixel perfect, meaning it is coded in html and then a theme - no customizing an existing theme so it is "close" to the psd. No page builder plugins integrated....
It should be built with today's coding standards for properly structured SEO friendly code that is mobile friendly/responsive and cross browser/cross device friendly.
I expect the person I hire is doing the coding, no team, no outsourcing to someone else. (for this job or any other project I would hire you for)
I expect that what is delivered to me has been fully tested before hand so there is minimal revisions needed.
I have found people that meet my expectations in the past, I know what I am asking for is not unrealistic.
