Drupal 8.5.4 website Updating issues

Our Drupal 8.5.4 has become unstable and we need to update it to the latest version 8.7.3 of Drupal, the core and its module. Small issue with Mega menu need to be fixed as well which does not show sub menus properly. The Theme was developed 3 years ago for our website. It is a small job for the right man. We need a very quick return as this is a live website.
Please note that this project s about to find the issue to be able to update the Drupal core and the Modules. We have tried and it does not allow us, That is why we hire you and that is why we say the site has become unstable. The site is a multilingual site with Arabic and Kurdish which are right to left languages.
I have done everything I possibly can with my skills but the issue persists. I have even posted a note on Drupal Forum, but no response yet

Please note that I only pay for a fully functional and 100% completed project. Please do not ask for milestones for 10% or 40%. I am only interested in finished work. When we agree on a time for completing It needs to be done by that time otherwise I will terminate the award and find someone else.
