Create a mobile version of existing Drupal 8 website

Currently we have a website (desktop version) developed in Drupal 8, I want a version especially for mobile devices.
I need a delevoper to create the mobile version of an existing Drupal 8 website especially that is shown in smartphones. Note: I do not want a responsive website.
The site is quite simple, it only has 7 pages (almost all static), the structure will be based on a design that I will provide.
It should detect and display the website version according to the user's device.
