An XML language file parcing tool for an iAuto-based website

We have an existing salvage car website based on iAuto. The website has a multi-language interface with three languages.
Each language is enabled by adding an XML file that contains a translation into a specific language.
We need a script/tool to parse XML-based language files.
This is what I need this script/tool to do:
1. Extract all phrases to be translated from an XML language file,
2. Put them into a TXT file so that I can translate the TXT file in Google Translate.
3. When I have the translated TXT file with all phrases translated, I need these phrases to be uploaded back into the XML lang file.
4. As a result, I will have a new XML language file in a target language
The interface of the script should be very basic, graphics are not important. It can be a standalone script or a script integrated into the iAuto admin template.
At a minimum, I should have an upload file selection box so that I can upload the original XML file. The generated output TXT file will be placed in a directory.
Then, I need another upload file selection box where I can upload the translated TXT file, and the resulting XML file could be placed into a directory.
The output of the tool/script should be a new valid XML language file with exactly the same format as the original, and with all phrases translated.
This is a very basic job, nothing sophisticated. I will have to make sure that the bidders are qualified to do the job, so please provide proof of competency or examples of similar jobs/projects successfully completed in the past. It is not an urgent project, but you have to adhere to the deadline you declare in your bid.
