WordPress Website - modify existing template and theme

I am in the beginning stages of putting together a "niche savings" website using the Premium Press VIP WordPress Themes ([url removed, login to view]) or a similar packaged WordPress marketplace like sitemile.com. I am a marketer by trade and I have extensive experience developing and marketing websites from the content standpoint. (The most recent website I developed is located at [url removed, login to view]) I have a limited amount of experience working with content updates through an editing interface. So, although I am expecting a bit of a learning curve, I hope to achieve success in this endeavor.
Although I like the Premium Press capabilities I am not at all thrilled with the look of the site. I found a WP template site called RocketTheme -- and I really like to look of their Metropolis Template/framework/skin. (See the template here [url removed, login to view] ) Everything except for the background image, which I am thinking may be an easy fix.
I also want to add an additional upper level pages to the site and have the Shopper, Coupons, Directory, Classifieds, as child pages. So my top navigation bar would look something like this:
HOME
DEALS ---> (drop down menu) Shopper // Coupon // Directory // Classifieds

This project requires you to know how to build a WordPress site using multiple themes, change the background image on the RocketTheme, and add the skin from the rocket theme to the Premium Press themes. If you know what you're doing this is a quick and easy job -- if not, you probably shouldn't bid on this project. To give you an idea of my budget, I currently have a developer that offered to do the project for $200, however he is booked up for several months.
