396426 Mail Que Setup/ MYSQL 2

Needing MYSQL Databse setup for program mailing.

What is needed:

A MYSQL Database setup in PHPMYADMIN that will process and send out mail via cron. Emails are sent by users to contacts, these emails when sent by users should be FIRST sent to the MY SQL Database in PHP MY ADMIN, Then mailed from there according to Cron Settings.

NOTE: We also need any mail sent to any YAHOO, HOTMAIL, runbox, moomia account, to be immediatley deleted or "blackholed" as they do nothing but bounce email back to server.
