realtime mp3/oggvorbis/speex recording software

To Whom It May Concern: I have been looking for a realtime speex mp3/vorbis recorder to digitise voice files for my client(a law firm). There are some features that I would like to see in such a product: be able to overwrite any section of a voice file that would mean pressing pause/stop -- drag to any point in the partially recorded file -- play from that point -- pause again at a convenient point in the file -- press record to overwrite from that point onwards In affect mimicking what a Sony digital hardware or a casette player/recorder could do. Would you be able to create such a product for us. If so please let me know because my clients would rather have a cheaper and convenient software solution than rely on hardware.
