IM Messenger For IRC Network(repost)

I need an irc messenger for my IRC Network that have these Requirements:

1- Users can talk to each others in my IRC network channels/private by using Text

2- Users can talk to each others in my IRC network in private/channels using voice

3- users can see each other in channels using life vedio (alike Paltalk messenger)

4- all mirc commands such as kick-ban-whois etc...., and chanserv and nickserv and memoserv commands

5- user interface Looks like msn messenger interface 8.0 and only allowe IRC Protocol to my irc network

6- Code an vedio/voice server as irc dontallowe vedio/voice at all, and that server will run in freebsd OS

Note: Only expertise in developing IM Messengers and also Rated coders are welcome, dont send any bids if you are not rated in RAC

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

4- all sorce codes for the IM and vedio/voice server and copyright to my irc network or under my name

## Platform

The irc messenger interface will be in .exe for windows

Vedio/voice server will be runing in FreeBSD only
